On November 15, 2023, NYSEIA submitted comments to NYSERDA in response to their open request for information seeking feedback on a draft RFP to solicit proposals for agrivoltaic research & demonstration projects. NYSEIA's comments voiced support for NYSERDA's pending procurement, and our broad support for dual-use PV and agricultural applications. Our specific recommendations to NYSERDA included:

• Proceed expeditiously;

• Prioritize larger (e.g. 1 MW+) projects that can demonstrate commercial viability; and

• Consider centrally procuring a research team to analyze all of the proposed demonstration projects (rather than putting this requirement onto respondents) in order to: decrease costs; eliminate a barrier to participation for developers; and to increase the value of the research/analysis through a standardized methodology of project evaluation.
